If you are reading this, I did not find 23.  It looks plausible, but 24 was hard enough.

The general idea in this algorithm is to use suboptimal purijection so that there's never more than one waste atom left after output.  After the first product, this one goes through a theoretically infinitely repeatable cycle of iron, lead, and copper waste.
