9 is min latency, and after realizing latency was trivial I wanted to make it slightly more interesting. cycles is too hard, and even cycles at 2nd output makes for a headache with routing. So instead I tried lexC where I could just build on top of the min latency machine at the fastest single pipeline rate. You can do better, I'm sure, since both of these swings off input do successfully clear the input for a grab 2 cycles later. I won't be trying to improve it.
