In my original solution (provided as a showcase), I figured I would keep my period low in order to save on instructions when it came time to minimize R, so I forced a period 16. This was rather expensive.

So in the last two days, I restarted from scratch with a period 32 (rounding up to 33 for reasons). It is 4am and it is finally working. I can't explain what I was thinking besides "I need to finish this quickly."
