Throwing in the towel.  I don't think 9 2 x exists in any form that I considered.  My showcase solution is 9 [2 6] which is min, but uses one overlap hex so it is not valid.  I had a 9 [3 5] very much like this one on day 1, and after finally giving up on min I went back to it and tightened up the area secondary.
