I found a single pipeline 9 [4] and deemed it practical min since the geometric requirements for 9 3 are ridiculous. Unfortunately, a slightly modified version of my 9 [4] satisfied the requirements and I had to see if a matching pipeline existed.

I was 1 collision away from finding a matching pipeline. The atoms were where they needed to be but the arms weren't. However, I realized that the other pipeline was also min latency so I changed their output order and everything worked out.
