You will not need to know the complicated fiddly details of overlap to solve this puzzle, beyond that overlapped parts do their thing from bottom to top. e.g. if three glyphs are stacked, the one you can see on top is the final one to do anything in the stack. )

If all goes well, you will receive this letter in person. I have written it in advance while my thoughts are fresh.
When the airship was in just the right place over the mountains, too high to reach by any conventional weapon but expected to fall right where we needed it to, we acted. Tosa finished collecting large amounts of light through a roshambonite-coated observatory lens and directed it through orange vitriol and a catalyst. It was beautiful. In the exit path, the air itself became a ferocious, direct line-shaped cord of radiance, bright enough to bore through airship hull with no warning, as potent as thermite. Air is a violent cardinal under the right conditions, as every windstorm has shown.
I’ll save you the trouble of the battle after the airship was grounded, as it was hardly one, and I was not much there. Merchants are not soldiers; they put up resistance, but it was moot. They have been apprehended. The people of Bhalgura had quite a bone to pick with them.
I didn’t want to fight anyway. By climbing onto the hull and applying intumescent lead, I sealed the holes made by the luminous beam.
The airship lost so much fill gas that once we commandeered it, I had to use almost all of Bhalgura’s alchemical supplies to get it buoyant again, and still, we are limping. That’s okay. We can make it to the closest supplier.
I’ve brought the last of the supplies with me. I have several favors to repay.
Do you have tickets to the Alchemical Symposium, by chance?
JOCELYN: Tosa, do your hands need to be on the airship controls the whole time?
TOSA: Not particularly. A dirigible can’t do much more than follow the wind in this state, anyway.
JOCELYN: That’s okay. If you can let go, I think this is a good time.
JOCELYN: I’m going to heal you now.
TOSA: …I told you already, I’m dead. Vitae can’t help anymore. I tried that before I quit.
JOCELYN: I think it can. It’s just that you have those tile shards inside you, and you can’t get them out without going from mostly dead to all the way dead. They’re supposed to be alchemically inert…
TOSA: So they don’t respond to the vitae? I don’t see how that would matter.
JOCELYN: It doesn’t. This is a different idea. I want to apply something to you that’s…originally designed to etch away tiles, but I had an idea to change it. Something I thought of when the permissions mentioned undocumented operating conditions. Will you let me?

JOCELYN: Now, about that medicine to finally fix those wounds, and then we’ll take off those bandages.
TOSA: You will need quite a lot of it.
JOCELYN: Here, they sent me out with these. Will thirteen vials be enough?
TOSA: …Oh.
JOCELYN: Thank you for trusting me.
TOSA: Likewise.
