Without using track or multi-arms the minimum cost at 27 cycles is 320G:
2 rejectors, 2 projectors, 2 bonders and 11 arms

arm 6 does the work of 2 arms, and arm 1 does the work of 3, unfortunately, arm 1 does need the track to output on time

I tried a solution without track by making arm 1 length 3, but unfortunately, the geometry does not work out because arm 2 and 3 would need to be in the same spot :c

I tried looking for more arms to merge, arm 5 and 8 can be merged, but then arm 7 would need to be unmerged (I tried this and it led to a bigger area), arm 2 and 6 are on the right timing to be merged, but the geometry seems impossible, arm 4 and 5 are also on the same timing, but they can never be merged, due to how the rejection and projection need to be laid out.
