If my assumptions are correct, meownimum rate is likely 10 due to the Glyph of Rejection timings along with conduits being a bitch but I just barely couldn't make 10 work on the output side :(

The only thing holding this layout back from 10r is arm 3 colliding with the leftover metal on its way back to the conduit. It seems like the arm 3 collision is easy to fix with different layouts, but no matter what I've tried, nothing has been as fast as this layout.

Theoretically you could use 2 Glyphs of Rejection on the output side to make it 9 rate but that leaves so little area for arms, bonders and atoms that it seems impossible.
