I think I figured out why there's 13 outputs. Wonder what instructions secondary would look like as this was a bit annoying to program. There might be a way to output every 4 cycles without adding arms, but the only solution I found added 2 arms and this solution beat it out. I got bit by the optimization bug this week - this is the first time I've actually tried to optimize an Opus Magnum puzzle.
