I had a really pretty solution for 4P, but then I figured out that 3P is possible, so I made this abomination.

In all seriousness though, it was a fun metric :3, I even figured out some weird tech with moving of a bonder at the right timing.

I did manage to shave of 14 area on the last evening, so now I'm even less confident in my solution.
