A 1/18 P solve. Using the multibonder + debonder lets arm 4 output immediately, saving 6 cycles over a design that fixes bonds before outputting.

Going any lower in instructions with a straightforward 1/18p design seems impossible, so either I missed something obvious, or only pure slappy stick shenanigans can beat this.
