Top and bottom are two different assembly methods. I waste one cycle in each pipeline to regrab the metal so I guess it's naive min+1. 

I suspect no one will go lower than 23, as that would require pulling a seventh input to squeeze some juice out of, but who could be mad enough to attempt such a thing?
