Feel free to move past this solution quickly.  I don't think it does much interesting, except for maybe the order of outputs.  It goes atomic air -> atomic air -> atomic water from inner ring -> stab air -> stab water -> stab air -> stab water -> atomic water.

I assume 25 is min, maybe 24 if someone is big-brained.
