(I think I submitted this already, but forget to give a secret)
Arm 3 has extra instructions to get Air in reach of Arm 1. This saved some Cost over a dedicated Arm for Air, but ended up being instructions neutral. I suspect it is possible to save a few instructions with a better layout, or at least some Cost.
