I'm pretty sure this is min cost. It's pretty slow, but I'll take it for a last-minute solution. I spent a lot of time searching for a way to get 2 arms to solve this puzzle. Ultimately, because you can't pass an single element between the two forced arm positions, both arms would need both a bonder and a debonder, making 100G anyway.
