This machine is essentially two halves doing the same operations to assemble one set of outputs from a pair of inputs, which I expect will be a common strategy for most solves. Had a working 22 cycle solution for some time but was difficult to find the right geometry to route the outputs from both halves. But sometimes, staring at the GIF gives a flash of inspiration and one more cycle was shaved off just in time. Expecting close to 100 area for the winning solution.
