NOTES

For the Pivots metric, a pivot is one execution of a pivot instruction (Q or E). The same instruction may be counted multiple times if it is executed more than once.

To have a Finite Area Cost, a solution must enter a repeating steady state where it continues to produce outputs and where area does not grow larger as it repeats. The Finite Area Cost is then the Cost of the solution.
